Audacity should work with the M-Audio Fast Track, but don't necessarily expect it to solve the distortion problem - it's quite likely that the distortion problem is due to a sound card set-up issue and if that's the case you will still need to fix that problem. Sorry James but you're asking for miracles.
There is just about every type of noise in that audio sample including broad-band noise, intermittent clunking, and multiple background voices.
A small amount of noise reduction is possible, but not enough to make the main voices clear.

It may be possible to reduce the severity by using either the Equalizer effect, or a notch filter. It's unlikely that you will be able to totally eliminate the problem. If you could post a short sample (just a couple of seconds) in WAV format, then we could have a look at what can practically be done.
