I just want to be absolutely clear in my mind about this before trying anything more radical:
Even now, Preference > Library shows: "Mp3 export library not found"?
but the audacity.cfg file says:

Imported wav files can playback in stereo in Audacity, if that helps? That's good, but it seems that problem is with recording rather than playback.
