I don't think that Lame or FFmpeg have been updated between 1.3.12 and 1.3.13, so there should be no need to make any changes to either of these libraries. Simply installing Audacity 1.3.13 should be all that is needed for a full upgrade from 1.3.12 to 1.3.13.
