Nothing obvious comes to mind. Can you give the specific details: Which version of Windows, Which exact version of Audacity (look in "Help menu > About Audacity") What is the name of the WAV file that you have imported? What name are you using to export it? What file type are you exporting...

The ClipFix effect is the right tool for the job, but the distortion (clipping) looks very severe so I'll be surprised if even ClipFix is able to make much improvement. The problem is that both the top and bottom of the waveform have been "clipped" off, so the audio information that should...

That's the correct version. I've tested exporting 16 short (less than 1 second) samples, but I can't reproduce the problem. All exported Ogg files are exactly the correct length.
