Nothing obvious comes to mind. Can you give the specific details: Which version of Windows, Which exact version of Audacity (look in "Help menu > About Audacity") What is the name of the WAV file that you have imported? What name are you using to export it? What file type are you exporting...

That's the correct version. I've tested exporting 16 short (less than 1 second) samples, but I can't reproduce the problem. All exported Ogg files are exactly the correct length.
