Foobar2000 is one of my favourite audio players for Windows. It's light, fast, supports lots of audio formats, can convert from one format to another, can rip CDs, supports tagging and has a library manager, and it is free.

This looks like a variation on bug 286,
I've added these further details to the bug description.Entering 1,2,3 or 4 milliseconds as hh:mm:ss+milliseconds when generating
either a tone, noise or silence sets the time to 1 millisecond less than the
key pressed.

Certainly that's OK with me :P In terms of "effects", I notice that the example that you posted uses reverb and a bit of double tracking, but pitch correction is not particularly evident - perhaps she can sing in tune. The GSnap effect does seem to work for "gentle" pitch correct...
