There is certainly something producing a hum, but I probably would not get too concerned about it. With those noise reduction steps, the signal to noise is better than 50 dB. I think that the reason that it only accepts whole numbers is as a workaround for a bug in an old version of Audacity. An Audacity project is not just the .AUP file. The AUP file is tiny because it does not contain any audio data.
