The "Compressor" effect with the attack and decay times set to long values will produce that type of effect.

There is certainly something producing a hum, but I probably would not get too concerned about it. With those noise reduction steps, the signal to noise is better than 50 dB. That's probably the problem.
An Audacity project is not just the .AUP file. The AUP file is tiny because it does not contain any audio data.
