To use a USB device in Audacity you must connect the device to the computer and wait until Windows has recognised it before you open Audacity. You will then be able to select the device as the recording device in "Edit menu > Preferences > Devices". Ensure that you select your normal sound...

The change pitch effect can start to sound a bit "wobbly" if you change the pitch too far.
The change speed effect changes the tempo and the pitch.

You may be looking at the old (1.2.x) instructions.
