1) Open Audacity
2) "File menu > Import > Audio" and select the filer that you want to convert.
3) "File menu > Export" and export the audio as a 1 bit WAV file.

To Export your recording from Audacity as an MP3, you will also need to install "Lame".
I highly recommend that you install the 1.3.13 version of Audacity (get it here: http://audacityteam.org/download/)

The excessive noise level is almost certainly due to the sound card (and probably also noise from the power supply). Using a different microphone plugged into the same sound card is unlikely to improve the noise level. If you're looking for an inexpensive solution, a Logitech USB desktop microphone ...
