1) Open Audacity
2) "File menu > Import > Audio" and select the filer that you want to convert.
3) "File menu > Export" and export the audio as a 1 bit WAV file.

To Export your recording from Audacity as an MP3, you will also need to install "Lame".
I highly recommend that you install the 1.3.13 version of Audacity (get it here: http://audacityteam.org/download/)

Look in Audacity "Edit menu > Preferences > Devices". What settings do you have there?

The excessive noise level is almost certainly due to the sound card (and probably also noise from the power supply). Do you want to Import two existing audio files and make them play at the same time?
