Try changing the "host" from WASAPI to MME in the Device Toolbar.

Unfortunately that file is totally corrupted. Recovery is not possible.
This is less likely to occur with the current Audacity 2.4.2, though you should still take care to ensure that Audacity projects are saved and quit Audacity before shutting down the computer.

Try using "Rescan Audio Devices" from the "Transport" menu, then check your settings in the Device Toolbar.

Removing echoes from a recording is near impossible. You could look for a "deverb" plug-in effect which "may" make some improvement, but their effectiveness is very limited. The problem is that the echo is basically the same voice overlapping the original, just delayed a little. ...
