It is very common for modern versions of Windows to hide any inputs that are not currently being used. If the input is hidden by Windows, then Audacity will probably not be able to see it. There's no built in limit.

You need to convert the "Y" data into a sequence of (raw data) bytes.

It does not have to be 16-bit integer data - that was an example.
When you import as RAW, there are quite a few options for the number format - click on the "Encoding" drop down to see the list.

Download the Audacity installer to your desktop, then run it as the Administrator.

Unfortunately that does not tell us a great deal.
In Audacity 1.3.13, try setting the Recording and Playback devices to "Microsoft Sound Mapper", this will set Audacity to use your computers' default configuration.
