16-bit audio does not support over zero dB. Use the "Amplify" effect (top of the Effect menu". The default setting will amplify the level so that the highest peak(s) touches 0 dB. You will then be able to Export as 16-bit without clipping. Although 32-bit float format is forgiving of ...
