If you open Audacity when the USB device is not connected or not switched on, or just not recognised by Windows, then Audacity will not see it and will try to connect to a sound card that (according to Windows) is available.

Do you have the USB option selected in "Edit menu > Preferences > Audio I/O" as the Recording device?

There's not enough space for the echo. The Echo effect is only applied as far as the end of the audio (not the "selection"), but in the case of your picture, the audio track ends before the echo can occur. You need to add some silence to the end of the track to make room for the echo. Try ...

You mean you want to record sounds that are playing on your computer? Unfortunately that can be quite tricky on Win 7 as in many cases the "Stereo Mix" option has been disabled. See here for instructions and workarounds for if your computer does not have Stereo Mix. http://wiki.audacitytea...
