When you reply, look below the message compose box - there's a tab that says "Upload attachment". Click on that and you can browse for the audio file (must be short - the size limit is only 1 or 2 MB) then click "Add the file".

Have you checked that DMA access is enabled for your hard drive?
If you switch to 16-bit default sample format 44100 Hz default sample rate (Edit menu > Preferences > Quality), does it make any difference (better or worse)?

I thought it might be an Olympus - they usually save files in strange formats. Does it play correctly in iTunes? Unfortunately those beeps are not simple sounds, but contain a very large number of frequencies over a wide frequency range. It would be a long and arduous job to try and filter out each frequency, and even then, because there are so many frequencies, a large amount of the audio that you want to kee...
