The problem is almost certainly that the file is not an MP3. It may be a WMA file, or an AAC or some other format that is not supported by Audacity 1.2. Audacity 1.3.13 supports many more file types with the assistance of "FFmpeg". Download and install Audacity 1.3.13 from here: http://aud...

I usually use the ZIP version from here http://lame.buanzo.com.ar/ (libmp3lame-win-3.98.2.zip) and I've never had a problem with it.
Download this version and extract the lame_enc.dll file into the Audacity program folder.
