Have you tried rebooting the computer and then using Audacity (and NOT opening any other DAW before using Audacity).

I then play the track using a generic windows music player and drum along to it while recording the drum sounds in Audacity. Windows 7 is no longer officially supported, and neither is Audacity 2.1.3. The current version of Audacity is 2.4.2 - while Windows 7 is not officially supported, users have reported that it works.
