The old projects should open correctly in Audacity 1.3.13.
If you have important projects, it is probably a good idea to be overly cautious and check that they actually do open and play correctly in Audacity 1.3.13 before you get rid of the old version.

I can't say whether Audacity 1.3.13 will solve this problem or not, but I would highly recommend that you upgrade as Audacity 1.3.13 does solve a lot of problems and is generally a much better program.
