This problem is probably fixed in Audacity.
You could build Audacity from the current source code, or wait for Ubuntu to update Audacity.

Go to "Edit menu > Preferences > Interface" and set the "Meter/waveform dB range" to -96.
When you try to record, is there any indication at all on the Audacity recording meter?
