If you want to change the speed of the entire track by the same amount, use the "Change Speed" effect. If you want to make a gradual speed change, then you need to use "Sliding Time Scale / Pitch Shift...." which is only available in recent versions of Audacity 1.3.x http://manua...

When you copy/paste audio between projects it is only the data that is IN the track that is copied and not other settings such as pan or volume. Pasting audio uses the Audacity clipboard which can only store one audio selection, so it is not possible to have multiple selections stored on the clipboard.
