If you are ONLY doing cut/paste/trim/delete type editing, then it is best to leave it at 16-bit and turn off dither (in Preferences). All processing in Audacity is done with 32-bit (float) so it is definitely better to convert to 32-bit float format and enable dither if you are doing any processing....

I would recommend upgrading, or at least trying it. Audacity 1.3.13 is a lot more capable than 1.2.6 and I'm sure it won't take you long to get used to.
