The current Unicode version of Audacity is able to handle these characters, but only if the project file was made by a Unicode version of Audacity. If the original project file was made with an ANSI version, then the character encoding will be wrong for the Unicode version and the problem will still...

Steve says that the only way this can be done is to put one waveform on the left channel and the other on the right, and combine them to a single stereo track. If it's enabled, turn off "Software Playthrough". If you're using Audacity 1.2.x it's somewhere in "Edit menu > Preferemces", but I would recommend that you upgrade to Audacity 1.3.13 and then you'll find it near the bottom of the Transport menu.
