For the iPod, the quickest and easiest method is to use "Sound Check" which is available in iTunes.

This is similar in effect to ReplayGain which may work on devices that do not support Apples Sound Check.

Audacity is probably not the best tool for that, though it will probably work for DVDs that are not encrypted. The correct version of Audacity for your computer is "1.3.13 (Unicode)".

I know that the website says "latest version", but Audacity 1.2.6 is a very old version (the last of the 1.2.x series) that has not been maintained for about 5 years. Try the 1.3.13 version: http://audacityteam.org/download/
