Select the track that you want to change, then either: Effect menu > Change Speed or Effect menu > Change Tempo. The "Change Speed" effect gives the best sound quality, but the pitch will also change along with the speed. The "Change Speed" effect will maintain the original pitch...

Here's a combined High/Low pass filter. It will appear in the Effect menu as "HL-Filter..."

I have a marginal preferences for "roll-off". Is there any precedent elsewhere in Audacity? Number<space>dB is I believe correct as now. I see that's the case in the manual though there is inconsistency in other plug-ins. "Leveller", "Equalization" and "Truncate Si...

As illustrated in this post the "Q" setting in the high-pass and low-pass filters is a source of confusion. For the vast majority of user cases, the Q setting should remain at the default (0.7071) as this produces the most accurate 12dB per octave roll-off without accentuating frequencies ...

I think that message is produced by your operating system rather than Audacity.
What operating system are you using?
Are you an administrator of that computer?

A bit of voice acting will sound much better than trying to get an effect to do all of the work.
