"Latency" is not a phenomena that affects playback, so I'm not really sure what you mean.

I don't have Win 7 or a UX2, but have a look in the "POD Farm 2 Recording Setup Guide", section 2.19 "Windows® Driver Settings"

Audacity does not currently support multi-channel playback. Also, Audacity does not do real time processing.
If you use Linux you can do it with Jack, with Jack Rack and any compatible delay, high-pass and low-pass effects.

I can do this manually by counting peaks withing say a 15 sec time period then multiplying by 4, That is the most accurate method (actually the most accurate method is to count for the full 60 seconds, but you get the idea. Leave the sample format in Audacity at 32-bit float (that gives highest quality editing and processing). As it is a USB device, another possibility is that the USB could be playing up. Check the effects in Windows Media Player (Equalizer, Environmental effects, Wow effect, and any others). WMP usually has some effects applied by default.

A good reference player for Windows is Foobar2000 (I use this as my standard audio player on Windows).
