If you mean that you can only select exact seconds, look near the bottom of the main Audacity window and deselect "Snap To".

Given all that, it sounds like a USB microphone may be sufficient for your needs. The Logitec USB desktop microphone is a very inexpensive option and great value for money. When I've used Audacity 1.2, both meter levels would flash when recording. That should only happen if you are playing back a track at the same time as recording another track. OK. yes that is due to latency. Run the "latency test" to set-up latency correction (see link in my last post). That should bring the tracks into sync.

The recording meter has red bars, the playback meter has green bars. If the red bars in the recording meter are flickering up and down while you record, then it is recording "something" but may be at too low a level to show in the waveform. Try using the Amplify effect on your recording (w...

It's a common mistake, but we don't know how or why so many people manage to enable "Snap To" without realising. "Snap To" is off by default.
