The build of Audacity that is distributed with Linux Mint is significantly modified from the original Audacity source code. Any issues that are specific to Mint should be directed to Mint as we don't know exactly what modifications they have made. If it's just a short "chaff" at the beginn...

If you're recording from a USB device, then the USB connection has probably been interrupted (which will happen if CPU usage gets too close to 100%, or if the connection is not seated firmly, or for any other reason). A slow "vibrato" effect will produce the required effect. The vibrato speed needs to match the rotational speed of a record, so for a 45 RPM record that would be 45/60 = 0.75 Hz. I don't know of a Vibrato effect that has been officially released, but attached is an experimental effect that...
