22050 Hz is too low really for good quality sound.
For music you really shouldn't go below 44100 Hz.

It sounds like you are picking up some electrical interference from somewhere. Try moving your laptop to another room (or another house), run the laptop on battery power and see if the noise becomes less (or more). How does it sound if you export as a WAV file?

(I agree that the sound quality is poor, but it doesn't sound like a problem caused by MP3 encoding)

No Audacity can't do that.
It is recommended that you Export your final mix when the project is complete, then you don't end up with hundreds of Projects. Audacity Projects are not are good format for long term storage. They are designed as a working format rather than an archiving format.
