If you still have the problem after upgrading, please describe in more detail what you are seeing and what is/is not happening.

Leave the two sections on separate tracks.
Use the "Time Shift Tool" http://manual.audacityteam.org/man/Tools_Toolbar to slide the second section left/right to the correct position.
The tracks will be mixed together when you Export http://manual.audacityteam.org/man/Export

Select the track (or part of a track) that you want to apply the effect to.
