You need to use Audacity 1.3.13. There is an effect called "Sliding Time Scale/Pitch Shift". To gradually increase the tempo and then stay at that tempo you would process in 2 sections - the first section would be the gradual speed up and the second section would be the constant new tempo....

I think it's probably just a glitch with their website - I was on their website recently. Anwida Soft DX reverb (VST version) works better on Audacity 1.3.13 than on the old 1.2.6 version. Just put the plug-in into the Audacity 1.3.13 plug-in folder, then in Audacity go to "Edit menu > Preferen...

If your headset is recognised by Windows then it should be recognised by Audacity 1.3.13.
The headset must be connected to the computer and recognised by Windows before you open Audacity.
