The VST enabler is only required for Audacity 1.2.x and should not be used with Audacity 1.3.x
Audacity 1.3.13 has built-in (and improved) support for VST effects without using the VST enabler.

You've posted in the Audacity 1.2 part of the forum, but on Win 7 you should be using Audacity 1.3.13 http://audacityteam.org/download/

You can drag entire tracks up/down by clicking in the box on the left end of the track and dragging up/down. Take care not to click on one of the buttons or sliders.

Overdub should be on (selected). Software Playthrough should be off (not selected). In the Device Toolbar the recording (Input Device) setting should be set to the USB option (the Yetti) and the playback (Output Device) setting should be set to the sound card output that your headphones are connecte...

Turn off Software Playthrough. Although software playthrough allows you to monitor through your headphones what is being recorded, there is, as you have discovered, an unavoidable delay (echo). Check which Audacity version you are using (Help menu > About Audacity).
The Noise gate effect requires a fairly recent version of Audacity 1.3.x. The recommended version is Audacity 1.3.13 which you can get here: http://audacityteam.org/download/

Which version of Audacity are you using? (look in the Help menu "About Audacity" for the full version number.)
