I've added my vote to "Export Other uncompressed", but of these I think that Exporting as 32-bit (float) is the most important (though not specifically listed on the Feature Requests page of the wiki).
That is each sample in 32 bit has 4,294,967,296 levels of resolution but since the actual data is 16bit, only 65,536 levels are being used and the rest are just sitting there empty. Clearly something must have changed between when it was working and when it wasn't. Are you able to suggest any clues as to what may have changed? For example, have you updated anything? Was is OK one day then suddenly not OK the next day? Any hardware changes? Any ideas at all?
I had my speakers and phones connected through the on-board sound card, and had no issues with recording. That's what I guessed, but there's no sign of your on-board sound card in the drop down list in Audacity. Did you do anything to disable the on board sound card? I'm not very familiar with Mint...

Audacity 1.3.13 runs well on Windows XP. I would recommend using Audacity 1.3.13 on both machines.
All of the current documentation is for the 1.3.x version.
