The VST version of Antares Autotune (mostly) works on Audacity 1.3.13 for Windows (the MIDI functions are not currently supported). I don't know about on Macs but you could perhaps see if there is a demo version that you could try.

2) Which version of Audacity are you using? Unless it's a really old machine you should be using Audacity 1.3.13
