On listening again, the extra reverb in g211.mp3 is not due to reverb being added, it's been caused by heavy compression that has raised the level of the quieter parts (including the reverb). Check in "Edit menu > Preferences > Directories" and ensure that "Play and/or Record using RAM" is not selected.

My first suggestion would be to upgrade to Audacity 1.3.13 (unicode) http://audacityteam.org/download/beta_windows
The "Device Toolbar" and "Meter toolbar" should appear automatically, but if they don't you will be able to enable them in "View menu > Toolbars".
