Audacity usually requires that you use a version of Lame that has been made specially for it. Have you tried the instructions (and the lame installer) here: http://audacityteam.org/help/faq?s=install&i=lame-mp3 We may struggle to help you with this as I don't think that any of the forum regulars...

I'd highly recommend that you upgrade to Audacity 1.3.13, but I doubt that will cure this problem.
What are you recording with? Is it a USB device?
Look in the bottom left corner of the main Audacity window, what is the "Project Rate" set at?

Click the Mute button on the track(s) that you do not want to be heard, then Export.
