Audacity uses a generic metadata format. When used on MP3s I think it is basically v2, but note that ID3 v2 is not an official standard and there are many variations (depending on which software you use). By the way, I don't think that the developers ever imagined that anyone would have over 500 labels in a track when they designed the feature. What they had in mind was using labels to mark track positions on an album recording (which would usually be about 20 labels).

I had either no region or a very short region selected at the time, and Audacity totally hung for several seconds, then emitted a continuous high-frequency sound. I think that what caused that particular bit of madness was that you had a very short selection and then tried to "loop play" ...
