Try upgrading to Audacity 1.3.13 (you can get it here: http://audacityteam.org/download/ )
If you still have the problem, please give details about what format you are exporting as, what program you are playing the exported file on, and which version of Windows you are using.

If you still have each audio section on it's own Audacity track, then you can use the volume slider on the left end of the track to lower the volume of the loud track.
