Scrolling a little down that page is a text link "fmpeg-win-2.2.2.exe" which I've just tested and it is working.

Check in the Windows Sound control panel, look in the Recording tab, and ensure that the device is set to record 2 channel stereo.

Ensure that the "Project Rate" (lower left corner of the main Audacity window) is set to 44100 (default), then generate a tone ("Generate" menu). Then click the Play button. Does it play?
