The recommended installer file is just one exe file. As with other .exe files, double click on the file to run it, then follow the on screen instructions.

Audacity does not do real time processing, however you can increase the length of the preview.
The setting is in "Edit > Preferences > Playback"

My guess is that you are using Audacity 1.2.x and you are trying to import an unsupported file type. Audacity 1.2.x can only import a limited number of file types.
