How are you importing the song?

Try upgrading to Audacity 1.3.13.

If a song has a 4/4 rhythm (4 beats to the bar) and has a phrase length of 8 bars, then there will be 32 beats (counts) in a phrase. This is not something that you can adjust by audio processing, it's how the song has been written. A lot of dance music has 32 beat phrases.
