It looks like the link on the Audacity download page is out of date, though I don't think this accounts for the download errors that you are experiencing. You have posted in the Audacity 1.2.x part of the forum. Are you really using Audacity 1.2.x?
If you are using the standard Ubuntu repository version of Audacity and are using the default Unity desktop, then the Audacity icon should be in the Unity dock when Audacity is running.
