It looks like the link on the Audacity download page is out of date, though I don't think this accounts for the download errors that you are experiencing. I'd suggest that you run a full virus scan as recommended by Koz. Then check that there is sufficient hard drive space on the disk where you are ...

Look in the Help menu and click on "About Audacity".

You have posted in the Audacity 1.2.x part of the forum. Are you really using Audacity 1.2.x?
If you are using the standard Ubuntu repository version of Audacity and are using the default Unity desktop, then the Audacity icon should be in the Unity dock when Audacity is running.
