I don't have Win 7 so I can't even check it out for you, though it's strange that Gale reported that it works on his machine but not on yours. Which version of Ubuntu do you have?
What are you trying to record?

You could also select one word at a time and use the Reverse effect, which will produce something like this:

Look in "Help > About Audacity"
It will say "Audacity 1.3.x (Unicode)". What is the "x" number?

Look in "Edit > Preferences > Effects" do you have all of the effect types enabled (selected)?

The most simple form of beat detection is to just look for the peaks. With some music this will work, but it is likely to have a lot of false detections. For Windows 7 you should be using Audacity 1.3.13 and not Audacity 1.2.x
