Select 30 seconds of the track.
Press Play.

Re: Normalizing

Those code snippets only work on "sounds" (mono sounds). A stereo sound is not a "sound" but an array containing two sounds. The "s" variable is a "global variable" in Effect (process) type Nyquist scripts that passes the audio (either a sound in the case of a...

Re: I don't find "Export as mp3" option.

All the export formats are now included in the same Export menu.
You need to install Lame to enable MP3 export. See here for details: http://manual.audacityteam.org/man/LAME_MP3

Re: Converting WAV to WMA

Can your exported files be imported correctly into iTunes? If they can then your export is correct but your Olympus Dictaphone requires some other format.

Re: Lockdown Settings

I presume that the users are all sharing the same user account?
Preferences are by their nature intended to be (per user) writeable, However, I think it would be possible to modify Audacity to hide the Preference menu. Would that suffice?

Re: Getting time code

If there are silences between the words then you could use Sound Finder.

Re: Incomplete recording import ??

My guess is that the files are faulty. One way to prove it would be to send the MP3 back to your client and ask them to play it.
