Can audacity analyze the entire song and take a mean volume and apply it to all tracks so that it wont ever go past that volume? Or something similar? Not yet, though I did have a go at making such a tool. If you are particularly interested in there being an effect for this and are willing to do so...

Effects and most other functions are only available while Audacity is stopped (not Play, Pause or Record).
Depending on your Preference settings you may also need to select some audio. See here for ways to select audio: http://manual.audacityteam.org/man/Audacity_Selection

Jet Audio player is the only other player on Windows that I know of that supports Real Audio. http://www.jetaudio.com/download/
At one time Jet Audio player was a nice little player, but last time I looked it had become very bloated with features that I did not want.

For Win 7 your should be using Audacity 1.3.13. In Audacity, go to "Edit menu > Preferences > Quality" and ensure that the settings are:
Default Sample Rate: 44100
Default Sample Format: 32-bit float
Real time Conversion: Fastest...
Real time Dither: None
High Quality conversion: Best...
High Quality Dither: triangle or shaped

Yes please - we like details.
Please include which version of Audacity you are using (look in "Help > About Audacity" for the full version name - something like "1.3.13 (Unicode)" ), and which version of Windows you are on.
