The USB microphone should be connected and recognised by Windows before you open Audacity.
Then go to "Edit menu > Preferences > Devices" and select the USB option as the Recording device and select your normal sound card as the playback device.

For LADSPA effects you can set the LADSPA_PATH environment variable. For VST effects, Audacity will look in the Plug-Ins folder inside the Audacity installation folder, and in other VST system folders Audacity will always check the plug-ins folder that is inside the Audacity installation folder, so ...

I'm not sure exactly what you mean either, but my best guess would be to try the "Sliding Time Scale/Pitch Shift" effect (Audacity 1.3.13)
