If this is something that you have recorded then somewhere along the line the signal has been distorted due to something overloading. Try moving further away from the microphone when you record.

In Audacity effects are applied to the audio data immediately when you apply them, so there is no "signal chain" as such.

For high quality tweaking of the pitch, try the Sliding Time Scale / Pitch Shift... effect.
You will need to alter the Pitch settings, but keep the tempo settings at zero.

The Time Shift Tool in Audacity 1.3.13 can be used to move audio left/right along the time line.

A possibly quicker way:
Select part of a track then run the following code in the Nyquist Prompt:
(this bypasses the need to generate the noise first by generating the white noise in Nyquist).
