If the "tick" is short enough, the Repair Tool (as suggested by waxcylinder) is probably your best bet.

It looks to me like you either have a sound card driver problem or a hardware fault.

The "Leveller" effect is pretty good at producing "Over A Radio" type distortion and as already suggested the "AM Radio" preset in Effect > Equalization will reduce the high and low frequencies to give a "thin" radio type sound.

Cross-fades that reduce the selected length by more than half can be made by moving the slider rightwards from the default zero setting. This removes audio content from the middle of the original selection (the amount removed depending on the slider setting) because there is no longer room for that...

I would find both occasionally useful. "Fade Only" is easy to understand and fail-safe, though I think we should judge its usefulness as an effect rather than as a way of explaining what cross-fades do. It would be more useful if the plug-in could create a "split" at the silent ...
