What are you hoping to do with the macro?

Latency will change if you change to a different audio device, or if the "Project Rate" changes (lower left corner of the main Audacity window). Other changes to the system could possibly change the latency, but normally it stays pretty much the same assuming that the recording system does...

Before doing an "overdub" recording, it is necessary to set up "latency correction". See: https://manual.audacityteam.org/man/latency_test.html

If latency correction is not set up correctly you will need to manually align the tracks with the Time Shift Tool.

The audio plays fine within Audacity. Absolutely no problem.

Then when I export to any format (MP3, WAV, OGG, AC4, ...) the output file contains skipping and stammering sound.

If you import the file back into a new (empty) Audacity project, does it play correctly or does it skip and stammer?

Perhaps you don't mean what I thought you meant.

You already have that option, but it isn't an Audacity setting, it's a Windows setting. See: https://www.thewindowsclub.com/show-fil ... in-windows

Check the "sample rate" in the Windows Sound control panel in both the "playback" tab and the "recording" tab. Ensure that the sample rate is the same in both. Try setting both to 44100 Hz (44.1 kHz). If that does not work, try 48000 Hz (48 kHz).

When I turn software playthrough off and hit record, it generates a buzzing, hissing sound in my headphones, the needle on the track doesn't even move, so it's not even creating a recording, and the bar in the lower right of my screen with the clock, data, display that I have a mic connected, etc.,...

Even tried a complete fresh different browser same message.

I've asked the system administrator to look into this.
