Sorry, I don't know the answer to that. I use Linux and "pause and record" works in the way that you expect it to. Perhaps it is a quirk of Vista?

Audacity is an audio recorder and editor so it would defeat the main purpose to cripple Audacity in this way.
However, how about giving the transcribers the audio on a CD, that way it can't be overwritten.
