It could possibly be electrical interference, but it seems to follow the audio to some extent which would not be the case if it were just interference. Did you try looking at the original file in a Hex editor? If there was a text message hidden in Hex data it would have been destroyed when you changed the sample rate.

You need to select the section that you wish to apply the effect to. One of the easiest ways to do this is to click and drag across the waveform so that it is highlighted. This section of the manual covers the question in detail: http://manual.audacityteam.org/man/Audacity_Selection

This sounds like an odd problem.
Could you be more descriptive about "nothing works". If you import a know to be good audio file, doe it import correctly? (does its waveform appear in a new track?) When you press Play, what happens? Any error message?
