Most of the effects have parameters that reset on restarting Audacity.
"Preferences" are intended to persist so that you don't need to set them to the way that you prefer each time you use Audacity (as is the case with almost all other software).
Which settings in particular do you mean?

Audacity 1.2.6 is not suitable for Windows 7 as it will often crash when you stop the recording. You can create multi-channel files with Audacity.
The file can then be played in any media player that supports the file type that you create.

AMR files should be supported by current versions of Audacity 1.3 provided that you also have FFMpeg installed and Audacity is correctly configured to use FFMpeg.
