Yes you can. One way to do this:

Ctrl+A (select All)
Then change to the "Time Shift Tool" (double headed arrow button <--> or F5 key)
Drag the tracks to the right.

Have a look at the playback meters when you play back both the tracks, if they are banging up to the end of the scale (0 dB) then you will need to reduce the levels of the tracks. I never set Sensitivity other than 0. Others may disagree. I usually leave the Sensitivity at 0. In most cases 0 is the optimum setting for Sensitivity. With some material raising the Sensitivity can help to remove more noise, but in most cases it will also increase the damage to the remaining audio.

The high/low pass filters in Nyquist are based on biquad filters which behave much like analogue IIR filters and create frequency dependent phase shifts.
